Next government to further enhance political control in Mexico through passage of legislation enabling recall referendums

Senator Salomón Jara Cruz, of President-elect Andrés Manuel López Obrador’s National Regeneration Movement (Movimiento de Regeneración Nacional: MORENA), presented on 13 September 2018 a constitutional reform draft that seeks to facilitate the staging of recall referendums.

The initiative seeks to reform eight constitutional articles and was framed as necessary to address high levels of corruption and discontent with the Mexican political class. The draft proposes that the president could have his six-year mandate (López Obrador takes office on 1 December) terminated early via a recall referendum held in the middle of his term (2021). Governors, lawmakers, mayors, and other elected authorities could also have their mandates terminated early via recall referendums.
