Ecuadorian government’s loss of effective majority due to ruling-party schism likely to affect austerity proposals

On 31 October, a majority of members of the ruling PAIS Alliance (Alianza PAIS: AP) National Executive Committee voted to remove President Lenín Moreno as head of the party. Defence Minister Ricardo Patiño was named as his replacement.

However, on 1 November, a court in Quito ruled that the disposition was unlawful, reinstating Moreno. The vote by the National Executive Committee confirmed a deep schism within the ruling party. More than 40 of the AP’s 74 legislators, led by National Assembly President Jose Serrano, are backing Moreno in the internal party dispute. Those that sought to dispose him, led by AP Executive Secretary Gabriela Rivadeneira, accuse the president of abandoning former president Rafael Correa’s “citizen’s revolution”.
