GAO upholds protest of towed array facility task order award

The US Navy (USN) “misevaluated” proposals to operate the service’s towed array facility in Newport, Rhode Island, the US Government Accountability Office (GAO) Comptroller General said in a report upholding a protest of the deal.

L3 Unidyne of Norfolk, Virginia, had protested a USN task order issued to Leidos of Reston, Virginia, under a request for proposals (RFP) for operating the facility. The protest argued that the agency “misevaluated proposals, unreasonably failed to engage in discussions, and made an unreasonable source selection decision,” the GAO said in the protest decision released on 25 October.

The GAO sustained the protests, noting that in certain areas the “record shows that agency's evaluation was not consistent with the terms of the solicitation and applicable statutes and regulations”.
