Spanish MoD increases use of open tenders

There has been a marked turnaround in transparency in how the Spanish Ministry of Defence (MoD) awards contracts, according to a report from a leading national market analyst.

It resulted in the number of open bidding contracts agreed in 2016 overtaking the level of restricted ones for the first time, said the Mapa de la Contratación del Ministerio de Defensa study published by Information and Design Solutions (IDS).

“2016 has been the most transparent and accessible to free competition,” said the report’s author, Ginés Soriano Forte, on 28 September, following “years in which restricted agreements were the norm”.

“For the first time the volume of open agreements has surpassed in value that of procedures negotiated without being advertised.
