Indonesia issues letter of intent for MSAM-II air defence system

Indonesia's Ministry of Defence Logistics Agency has issued a letter of intent (LOI) to LIG Defense & Aerospace for the procurement of the MSAM-II (medium range surface-to-air missile) air defence system.

The LOI, dated 18 May 2026, was provided to Janes by an industry source. The letter signals Indonesia's intent to pursue direct procurement of MSAM-II to strengthen its national air defence architecture.

The letter specifies procurement of two batteries in full operational configuration, including engagement control stations, multifunction radars, vertical launch systems, and missile loading vehicles.

The LOI states that the acquisition is subject to confirmed budget allocation and financing arrangements, including loan agreements in line with Ministry of Finance regulations.

The letter also outlines requirements for bid and performance bonds, advance payment guarantees, and milestone-based payments, indicating reliance on external financing.

MSAM-II, also known as Cheongung II, is a semi-mobile surface-to-air missile system developed by South Korea's Agency for Defence Development and manufactured by LIG Defense & Aerospace.

The system is based on the 8×8 KIA Military Vehicles KM1500 platform and is equipped with Cheongung missiles.

Each battery typically comprises four to six transporter-erector-launchers, a multifunctional radar vehicle, a fire-control centre, a transloader, and a power generation vehicle.

The Cheongung missile features active homing radar guidance, a single-stage solid-propellant rocket motor, and a high-explosive fragmentation warhead triggered by proximity fuse.

The system's maximum range is estimated at 40 km, with engagement altitudes up to 20 km.

The LOI also calls for training, integrated logistics support, spare parts, ground support equipment, technical documentation, and an offset and technology transfer package.
