CMSS, EWTIP underpin Meadowlands development, sustainment

US Space Force (USSF) says its latest electronic warfare (EW) system will leverage legacy capabilities in the service's EW arsenal into a continual development and sustainment regime for the system.

The space service's Counter Communications System (CCS) Meadowlands platform will lean upon the Combat Mission Systems Support (CMSS) programme and Electromagnetic Warfare Threat Integration Program (EWTIP) to stand up a “coordinated, multi-program pipeline” enabling continuous research, development and sustainment of CCS Meadowlands, a USSF spokesperson told Janes .

Meadowlands is the latest variant of the CCS, which is a terrestrial counter satellite communication (satcom) system tailored to provide “key [sets] of signal processing and generation capabilities ... and a robust transmit capability” to execute counter-satcom operations, according to a December 2024 service statement. CCS Meadowlands officially entered service with USSF Combat Forces Command in June 2026.

The baseline CCS Block 10.2 system and now the new Meadowlands variant will meet those counter-satcom mission requirements with a form factor that is “flexible, modular, scalable, rapidly deployable ... [and] designed to host core capabilities [and] other more sophisticated ‘plug and play' type modules” based on operational requirements, the statement added.

L3Harris was contracted by USSF to upgrade the CCS Block 10.2 in October 2021. The USD120.8 million contract transitions the existing CCS Block 10.2 system to a more modular and scalable Block 10.3 architecture and introduces additional classified functionality. That said, the CCS Meadowlands variant still maintains the same capability set as Block 10.2, according to the USSF spokesperson.
