Pentagon budget 2027: US Army to accelerate SIGINT, EW systems fielding

US Army leaders are looking to accelerate development and deployments of the service's advanced electronic warfare (EW) and signals intelligence (SIGINT) systems, as part of its fiscal year (FY) 2027 budget request.
The total USD444 million army officials are requesting for procurement, research, development, testing and evaluation (RDT&E) for EW and SIGINT capabilities “will allow the army to accelerate fielding to two [intelligence and EW] battalions ... with advanced EW technologies”, by FY 2027, according to budget summary documents provided by the army on 21 April.
The EW and SIGINT RDT&E funds requested by army leaders were part of the service's overall USD252.8 billion FY 2027 request, which represents just over a 10% increase from FY 2026 appropriated funding levels, according to the proposal.
Accelerating EW and SIGINT capabilities to Intelligence and EW (IEW) battalions is part of an overall effort to ramp up “division-level EW capability, align EW Companies more closely with the IEW Battalion, and use live events and recurring learning demands to refine how EW fights in formation”, the army said.
The FY 2027 requested funds, if approved by US lawmakers, would field 159 Terrestrial Layer System - Manpack (TLS Manpack) systems to up to 24 army units, the summary documents stated. The army requested USD47.9 million in RDT&E funds and USD76.1 million in acquisition funds for TLS Manpack in FY 2027.
