Iran conflict 2026: US approves IBCS for Kuwait

The US Department of State (DoS) announced on 4 May 2026 that it has approved the emergency sale of the Integrated Battle Command System (IBCS) to Kuwait.
Developed by Northrop Grumman to integrate the US Army's air defence systems into a network, the IBCS is already in service with Poland's Patriot batteries.
Kuwait has requested six dismounted IBCS Engagement Operations Centers (EOCs), two hosted IBCS EOCs, 14 mounted IBCS fire unit modification kits, 35 launcher network kits, and 24 KIV-77 or KIV-79 identification friend or foe encryptors. The DoS put the estimated total cost of the equipment and associated services at USD2.5 billion.
“The secretary of state has determined and provided detailed justification that an emergency exists that requires the immediate sale to Kuwait of the above defence articles and defence services is in the national security interests of the United States, thereby waiving the Congressional review requirements,” the DoS said.
Kuwait will use the IBCS with the Lower Tier Air and Missile Defense Sensor Radar System (LTAMDS), which is a new radar for the Patriot with a 360° detection and engagement capability, the DoS said. It announced on 19 March that it had approved the emergency sale of up to eight LTAMDS to Kuwait for an estimated USD8 billion.
The DoS also announced on 4 May the emergency sale of Patriot missiles to replenish Qatar's stockpile, which has also been targeted by Iran. The approval covers 300 PAC-3 and 200 PAC-2 GEM-T missiles estimated to be worth USD4 billion.
