Ukraine approves mechanism for partner countries to procure Ukrainian weapons

The Cabinet of Ministers of Ukraine has approved a mechanism for exporting domestically produced weapons and defence technologies to partner countries, the Ukrainian government announced on 1 July 2026.

“The government has approved the first transparent mechanism for exporting Ukrainian weapons,” Mykhailo Fedorov, Ukraine's Defence Minister, said in a 1 July social media post. A “clear procedure” sets out a series of rules and regulations for Ukraine's defence manufacturers and the country's Western partners, he added.

Under the new mechanism, partner countries of Ukraine's Drone Deal initiative who have existing agreements with Ukraine will be able to purchase Ukrainian-made weapons and technologies directly from manufacturers. Ukraine's Prime Minister Yuliya Svyrydenko also said in a 1 July post that the new mechanism establishes rules for export to partner nations under the Drone Deal.

On 18 June, Ukraine's President Volodymyr Zelensky said at least 27 countries, which includes 15 NATO and 12 non-NATO states, are taking part in Ukraine's Drone Deal initiative.

Ukraine's Ministry of Foreign Affairs will approve a final list of partner countries authorised to procure Ukrainian defence technology and weaponry, according to Fedorov.

The Ministry of Defence of Ukraine will provide a list of defence technology and equipment deemed “critical products”, which will not be available for procurement by partner nations, Fedorov added.

All export applications filed by Ukrainian manufacturers will be processed within 30 days. The minimum contract value for defence sales of equipment and technologies is UAH15 million (USD335,000).
