Senior defence officials and industry representatives identified innovation, industrial capacity, resilience, and data as defence priorities at Apex Europe 2026, held in London on 7and 8 October. Much of the discussion was conducted under the Chatham House Rule.

A keynote speaker described the operational environment as the most demanding in a generation. “Meeting it requires that we innovate faster, adopt new technology earlier and harness artificial intelligence responsibly and at scale.” They said that the context is “increasingly one of endurance and industrial capacity [and the need to be] ready for a short war, understand and plan for a long war.”

They said Ukraine shows that high-intensity warfare consumes munitions, equipment and people faster than current systems can sustain.

They urged early adoption of new capabilities: “The advantage rarely belongs to the side that invented the technology. It belongs to the side that adopted it first, understood it best, integrated it, scaled it, bought it. Early adoption is a strategic necessity; the greater risk lies in waiting.”

Fielding imperfect capabilities and adapting through use requires a cultural as well as technical shift, they added.

They also stressed interoperability: “If every nation adopts its own technologies, its own standards and its own data architecture, we will have innovation without interoperability and capability that cannot be combined when it matters. If instead we align our efforts, pool our resources and share what we know, we multiply our strength.”
