The Moldovan Ministry of Defence (MoD) and the Estonian Centre for Defence Investments (ECDI) signed a framework agreement and contract with Roshel on 30 June 2026 for over 100 armoured vehicles for Moldova.
The ECDI said in a press release on 3 July that it signed the contract as the implementing agency of the European Peace Facility (EPF) assistance package, which will fully fund the over EUR50 million (over USD57 million) cost of the project. Deliveries of the vehicles are scheduled to be completed by May 2027.
The vehicles are built in Canada and combat-proven through the deployment of over 2,500 vehicles in Ukraine, according to Roshel's 30 June contract announcement on its website.
During a meeting with Roshel, Moldovan Defence Minister Anatolie Nosatîi said, “This acquisition will contribute to the modernisation of the training process, increasing the interoperability of forces, enhancing institutional resilience and gradually aligning with European standards. It is another essential step towards the modernisation of the defence sector and a clear signal of the EU's commitment to the security and stability of our country.”
Roshel CEO Roman Shimonov added that the agreement “is a contribution to Moldova's long-term security, resilience, and the modernisation of its defence capabilities.”
According to ECDI Director General Elmar Vaher, this is one of the largest assistance projects for Moldova, strengthening the country's defence capabilities and increasing the mobility and combat capability of its armed forces. “The impact of the procurement extends beyond Moldova, as it is an investment in the security of Europe as a whole,” he said.
