Ukraine's General Cherry producing Bullet and Air Speed UAVs in Finland

Ukrainian company General Cherry confirmed to Janes on 24 August that production is already underway in Finland for both its Bullet interceptor and Air Speed first-person view (FPV) unmanned aerial vehicles (UAVs).

Finnish company Patria and General Cherry signed a Letter of Intent (LoI) for the production of unmanned systems in Finland on 23 August, according to both companies. A representative for Patria did not wish to comment on the volume of unmanned systems to be produced as part of the collaboration.

The production in Finland will be “mostly for the European Union”, a representative for General Cherry said. Patria confirmed to Janes, in a 24 August statement, that “the potential joint development of unmanned systems is focused on Western European defence requirements”. The collaboration will also “help shape Europe's security architecture,” Stanislav Hryshyn, co-founder and chief strategy officer of General Cherry, said in a 24 August social media post.

The LoI is part of the Build with Ukraine initiative, Patria said. The Build with Ukraine initiative was announced by Ukraine's President Volodymyr Zelensky on 21 June 2025. At that time, Zelensky said that as part of the agreement Ukraine will provide its technology to manufacture weapons in partner countries for the Armed Forces of Ukraine and Europe. The main aim of the initiative is to increase security around Ukraine's supply chain and contribute to technology transfer among partners.

Separately, the Ukrainian government also approved a mechanism for exporting Ukraine's defence technology and weapons on 1 July 2026. Under the mechanism, partner countries of Ukraine's Drone Deal framework that have existing agreements with Ukraine receive streamlined access to Ukrainian defence technology. This is completed through direct contracts with Ukrainian manufacturers.
