Department of Defense (DoD) acquisitions must be reformed to expedite decision-making and move more authority to lower levels, according to the Pentagon’s new top development official.
“The Chinese love our acquisition system … because we are taking 16 and a half years to go from statement-of-need to [initial operating capability] IOC,” Michael Griffin, the new undersecretary of defence for research and engineering, said during 6 March remarks at the McAleese/Credit Suisse annual defence conference.
“This is a nation that got to the moon in eight years,” but it has evolved to believing that “we have to be 100% right … that everything has to be perfect before we proceed”, he said.
