On 17 January 2018, a senior Fair Russia party member of parliament in the State Duma, the lower chamber of the Russian parliament, said that his committee would introduce a bill that would legalise the activities of private military companies (PMCs) within one month.
PMC is a term applied in Russia to paramilitary organisations authorised to conduct combat operations abroad in support of Russian policy objectives. The announcement followed a statement by the Russian foreign minister, Sergei Lavrov, on 15 January, in which he called for such legislation to be introduced to regulate the operations of Russian PMCs abroad.
