The Russian government released a document on 30 November showing that it is reached a preliminary agreement with Egypt to use its “airspace and aerodrome infrastructure”.
Signed by Prime Minister Dimitri Medvedev, the document authorised the Russian Ministry of Defence, in co-ordination with the Ministry of Foreign Affairs, to negotiate with Egypt to refine the proposed agreement and sign it as long as the key principles remained unchanged.
In March, Reuters cited US and diplomatic sources as saying Russia appeared to have deployed special forces to Sidi Barrani Air Base in western Egypt. Moscow and Cairo refuted the report.
