The US State Department announced on its website on 30 October 2026 that it had approved a possible US Foreign Military Sale (FMS) of 500 Patriot Advanced Capability-3 (PAC-3) Missile Segment Enhancement (MSE) missiles to Ukraine. The estimated USD2.1 billion cost would be funded entirely by Canada, Germany, and Norway via the Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART) programme and national funds, financed by the EU's Ukraine Support Loan.
The possible FMS sale would include PAC-3 spare parts and other logistics and programme support. The US State Department said, “This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a partner country that is a force for political and economic stability in Europe...The proposed sale will improve Ukraine's capability to meet current and future threats by improving its integrated air and missile defence capabilities. This proposed sale will sustain existing Patriot system operations against ongoing aerial threats. Ukraine will have no difficulty absorbing these articles and services into its armed forces.”
