Pentagon budget 2027: DoD procurement funding to nearly double under proposed budget

The Donald Trump administration unveiled a USD1.5 trillion defence budget proposal for fiscal year (FY) 2027 on 3 April, consisting of USD1.15 trillion in discretionary and USD350 billion in “mandatory” spending. This includes USD257.6 billion in discretionary and USD155.5 billion in mandatory spending for defence procurement, making up about 28% of the total budget proposal, according to Department of Defense (DoD) budget documents.

The documents use “mandatory” to refer to spending that could be added this fiscal year through a potential budget reconciliation process, which only requires a simple majority to pass, and can obviate a Senate filibuster if the legislation meets certain requirements.

The discretionary spending alone represents about a 15% increase over the USD223.83 billion allocated for procurement in FY 2026, including reconciliation spending that year. Including both discretionary and mandatory (reconciliation) spending, the FY 2027 proposal would increase procurement spending by 85%.

Under the budget request, Department of the Army procurement spending would double from USD30.71 billion, including reconciliation funds, to USD60.47 billion, consisting of USD35.98 billion in discretionary and USD24.49 billion in mandatory spending, budget documents show.

The Department of the Navy would receive USD150 billion in procurement funding, including USD126 billion in discretionary and USD24 billion in mandatory spending, a significant increase from the USD103.35 billion, including reconciliation, authorised in FY 2026.

The Department of the Air Force is in line for USD101.21 billion in procurement funding, including USD83.56 billion in discretionary and USD17.66 billion in mandatory spending. A total of USD74.66 billion, including reconciliation, was appropriated in FY 2026.
