Japan rules out Patriot interceptor transfer to Ukraine

Japan is not considering the transfer of domestically manufactured Patriot interceptors to Ukraine, amid ongoing discussions about strengthening support for Kyiv, Janes has learnt.

In early October, several Ukrainian media outlets reported that Japan planned to resume discussions on providing or selling weapons to Ukraine, including interceptors for Patriot air-defence systems.

Japan's Ministry of Defense (MoD) told Janes that while Tokyo remains committed to assisting Ukraine within the framework of its Three Principles on Transfer of Defense Equipment and Technology, items classified as weapons under the Self-Defense Forces Act, including the Patriot missile system, are excluded from current aid packages.

“The government of Japan is not considering the transfer of weapons under the Self-Defense Forces Act to Ukraine at this time,” the MoD said.

Under Japan's export guidelines, licence-produced equipment such as the Patriot system cannot be transferred to countries engaged in active combat.

The MoD said any future transfer would need to be assessed on a case-by-case basis and in accordance with Japan's national security requirements and export control framework.

“Against this backdrop, whether a transfer of weapons under the Self-Defense Forces Act to Ukraine would fall under such ‘exceptional circumstances where there is a particular necessity from the standpoint of Japan's national security', thereby allowing a transfer to a country engaged in ongoing combat as part of an armed conflict, must be assessed on a case-by-case basis for each individual transfer,” the MoD added. “Accordingly, it is difficult to make a blanket determination in advance.”
