Brazilian government submits 2027 defence budget

The Brazilian National Congress will soon begin debating budget bill proposal PLOA 2027 (Projeto de Lei Orçamentária Anual), which was submitted by the Planning and Budget Ministry of the federal government on 31 August.

The National Congress is scheduled to approve the bill in December 2026.

The proposal seeks a total of BRL7.44 trillion (USD1.45 trillion) in 2027, including BRL147.68 billion (USD28.82 billion) for defence.

This figure covers BRL108 billion for personnel expenses and social charges covering active-duty personnel, retirees, and pensioners; BRL21.7 billion for operating expenses; and BRL12.7 billion for investments.

The defence investment figure is a 60% increase from the BRL7.95 billion proposed for 2026.

Under the budget proposal, the Brazilian Army would receive BRL1.02 billion for wheeled armoured vehicles and related equipment; BRL671.4 million for field artillery systems; BRL467 million for the SISFRON border protection system program; and BRL520 million for helicopters, unmanned aerial vehicles (UAVs), and associated systems.

The Brazilian Navy is in line for BRL900 million for its Tamandaré-class frigate program; BRL115 million for its PRONAPA patrol ship program; BRL1.429 billion for the development of the nuclear power plant for the S Almirante Álvaro Alberto (S-50) nuclear-powered attack submarine; and BRL852.5 million for the broader PROSUB submarine program, which includes BRL400 million for the Almirante Álvaro Alberto .
