US accuses China of ‘explicitly’ diverting foreign dual-use technologies to modernise the PLA

The US State Department has accused China of using its military-civil fusion (MCF, also referred to as civil-military integration or CMI) strategy to “explicitly” divert foreign dual-use technologies to military end-uses and thus help transform the People’s Liberation Army (PLA) into the world’s most technologically advanced military over the coming decades.

Speaking to reporters in Washington a senior State Department official said that through its MCF strategy China is “acquiring and diverting foreign technologies”, specifically emerging and advanced technologies – and particularly those related to artificial intelligence (AI) – to incorporate them into the PLA’s next-generation military capabilities.

China’s MCF strategy has long been a major policy in Beijing’s efforts to develop the PLA’s capabilities.
