EDA’s capability planning moment of truth approaches in 2020 as Prague and Rome battle to lead the agency

As the Czech Republic and Italy compete for leadership of the European Defence Agency (EDA), its outgoing head, Jorge Domecq, says 2020 will be an acid test for the EU’s defence ambitions and for signs the member states intend to align their capability planning.

The agency’s first full Coordinated Annual Review in Defence (CARD), due later in 2020, will be indicative and could become the EU’s “compass” for defence capability development in future, he said.

“I am optimistic the member states will meet their CARD obligations,” Domecq told Jane’s on 15 January as he prepared to step down on 31 January from his extended five-year term as the agency’s chief executive.
