New US CNO guidance targets readiness

In his initial guidance released on 4 December, Admiral Mike Gilday, the new US Navy (USN) chief of naval operations (CNO) identified a need for greater readiness.

Adm Gilday also focused on the importance of information and electronic warfare, the development of the Columbia-class submarine fleet, as well as investment in unmanned platforms and systems.

The guidance was issued via a fragmentary order (FRAGO) and is intended to simplify, prioritise, and build on the foundation of “A Design for Maintaining Maritime Superiority 2.0,” issued by Admiral John Richardson, the preceding CNO in December 2018.

In the guidance, Adm Gilday said the USN needs to improve ship depot-level maintenance and modernisation.
