The Nicaraguan National Assembly (Asamblea Nacional) ratified a presidential decree on 12 November that authorises foreign troops entry into the nation throughout the first half of 2020, as well as the departure of Nicaraguan military personnel to take part in exercises and other initiatives abroad.

According to decree No. 8619, between 1 January and 30 June 2020, a number of foreign military personnel are authorised to enter the Central American country's territory. These include 80 troops from the Russian Federation, which will train with local forces including the Nicaraguan army's search and rescue unit 'Comandante William Joaquín Ramírez Solórzano'. An additional 160 Russian troops will train with Nicaraguan naval forces for maritime security operations, such as interdictions of suspicious vessels, and with the army's special operations command.
