Australia has underestimated the speed at which the strategic outlook is changing across the Indo-Pacific region and must determine "in a hard-headed manner" what changes need to be made to its strategy and capabilities, Defence Minister Linda Reynolds said on 8 October.
Speaking to a Royal Australian Navy (RAN) Sea Power conference linked to the Pacific 19 maritime exposition in Sydney, the minister warned that a "dynamic and quite unpredictable mix" of circumstances was posing fresh challenges.
At any point these could compound and cascade, creating challenges of much greater strategic significance than any single one challenge or problem on its own.
