Growing calls to shake up EU policy for strategic action to face China and US

The EU is woefully unprepared to strategically position itself vis-à-vis the United States and China, EU officials and policy experts have warned, despite its much-ballyhooed 2016 Global Strategy and subsequent defence initiatives.

The union’s most vulnerable points include a decades-old failure to lead in key technologies, its clunky decision-making structure, fractured strategic forecasting, and its inability to project military power, the officials said.

“We need to completely rewire the way we approach strategy,” Hervé Delphin, head of strategic planning at the European Commission, told the annual conference of the EU Institute for Security Studies, the union’s official think-tank, on 4 October in Brussels.
