The Indian Ministry of Defence (MoD) has introduced new guidelines requiring bidders to prove compliance with technical and financial criteria related to defence procurement programmes.
The MoD said in a recent notice published on its website that the 'Guidelines for framing criteria for vendor selection' apply to the prequalification stage in acquisitions in three categories: Buy Indigenously Designed, Developed, and Manufactured (IDDM); Buy (Indian); and Buy and Make (Indian).
The notice states, "A need was felt to streamline the procedure for vendor selection by laying down broad and quantifiable selection criteria, which would enable the service headquarters to make the process more definable and verifiable."
