The United Arab Emirates (UAE) has said that a state actor was most likely responsible for bombing four tankers anchored off Al-Fujairah on 12 May but did not directly accuse Iran, as senior US officials have done.

The UAE, Saudi Arabia, and Norway - the flag states of the four tankers that were attacked - briefed the UN Security Council on the preliminary findings of the investigation on 6 June. On the same day, the UAE's mission to the UN released a statement saying that chemical analysis showed it was "highly likely" limpet mines were used in the attack and that radar data indicated that it was "most likely" that these were emplaced by divers deployed by fast boats.
