NATO and Ukraine are working on a "comprehensive response" for boosting security in the Black Sea against further Russian aggression there, according to Ukrainian Foreign Minister Pavlo Klimkin.
However, allied officials are cautious about the range of NATO's military options in the region.
"This is not just about a condemnation of Russia but the implementation of a comprehensive strategic response," Klimkin announced on 4 December after a meeting of Ukraine and Georgia with NATO members.
Russia seized three Ukrainian naval vessels and their crews on 25 November as they attempted to enter the Kerch Strait, leading to the Sea of Azov.
