National defence ministries across the European Union are considering the idea of creating a joint fund to support military training, defence reform, and even equipment transfers in favour of the European Union’s partner countries. Dubbed the European Peace Facility (EPF), its financing would be intergovernmental and thus fall outside the European Union’s budget and its programmes’ oversight rules and restrictions.
“We need to make sure that we have adequate resources and instruments to fulfill our level of ambition,” Federica Mogherini, EU security and defence policy chief, told reporters after a 6 March meeting in Brussels of EU defence ministers.
“I proposed to them to have an off-budget instrument by creating the European Peace Facility.
