The Bundeswehr was short of thousands of personnel and entire classes of systems in 2017, a parliamentary report has found.
Presenting his annual report for 2017 on 20 February, Germany's parliamentary commissioner for the armed forces, Hans-Peter Bartels, agreed with the caretaker government in Berlin that it would take time to reverse the downward trend in personnel, materiel, and funding.
