Turkish leadership tightens grip on country’s defence procurement

02 January 2018

Key Points

  • The SSM, Turkey’s arms procurement agency, has been directly affiliated to the country’s president
  • A military company has also been established, ending the TSK’s monopoly but raising concerns over the authoritarian control of military affairs

The Turkish Defence Industries Undersecretariat (SSM), the country’s arms procurement agency that operated under the defence ministry and was subordinated to the government, has now been affiliated to the Turkish presidency under a new state-of-emergency decree published in the Official Gazette on 24 December.

The Turkish president will now chair the SSM’s Defense Industry Executive Committee (EC), the country’s top decision-making group in terms of arms procurement, which will comprise the prime minister, the chief of the general staff, and the interior and defence ministers.
