Potential resignation of Ukraine's defence minister indicates elevated contract and corruption risks in defence sector

On 12 October 2017 Ukrainian Defence Minister Stepan Poltorak said that he was willing to resign if investigators prove the guilt of his subordinates in the Ministry of Defence (MoD) who have been charged with the large-scale embezzlement of public funds.

On 11 October, Deputy Defence Minister Ihor Pavlovskyi and the head of the MoD's procurement department, Volodymyr Husevych, were arrested during an anti-corruption raid by the National Anti-Corruption Bureau of Ukraine (NABU). NABU alleges that the arrested individuals were involved in a corruption scheme used to embezzle UAH149 million (USD5.6 million) in public funds while procuring fuel for the MoD.
