Bulgaria, Romania's VIS access to improve external EU border security, Schengen zone membership unlikely before 2020

On 4 October, the European Parliament approved a proposal by the European Council to grant Bulgaria and Romania passive access to the Visa Information System (VIS).

The two countries will be able to consult data, in a read-only mode, but not to enter, amend, or delete information. Bulgaria and Romania can use VIS to verify the validity and authenticity of visas for the passport-free Schengen area alongside their own national short-stay visa application process or when deciding whether or not to annul, revoke, or extend issued visas. Granting passive access to the VIS data to Bulgaria and Romania is a precondition for their potential future participation in the Entry/Exit System (EES) planned for 2020.
