Political infighting in Chad ahead of 2015-16 parliamentary, presidential elections risks delaying land-ownership and investment legislation

The spokesperson for Chad's 32 opposition deputies, out of a total of 188 parliamentarians, on 16 December described the legislative assembly as a "bloodbath" after the president's withdrawal of a pastoral code previously approved by the chamber.

The statement referred to parliament's passing on 11 November of the pastoral code, followed by President Idriss Déby's retraction of the measure on 1 December, reports local newspaper Al Wihda . The retraction of a bill that has been passed by parliament is technically against the constitution. However, Chad's constitutional court ruled in favour of the move, pointing to "irregularities" in the code, which covers land ownership.
