Navy League 2006: DHS plots maritime domain awareness roadmap

US maritime and homeland defence officials are preparing a roadmap to invest in a national system to track all shipping and small boats passing within hundreds of miles of national coastlines.
For six months, the focus has been on creating an interagency Concept of Operations (CONOP), said Rear Admiral Joseph Nimmich, US Coast Guard (USCG) assistant commandant for policy and planning. The high-level CONOP will define the roles of each Department of Homeland Security (DHS) and US Department of Defense agency involved in the maritime domain awareness (MDA) activity.
When completed later in 2006, the CONOP will set the terms for defining a national investment strategy, which should be rolled out in 2007. The objective of MDA is not only to track all vessels near the US coast, but also to have access to data about their origins, destinations, cargo, passengers and ownership.
