Spain remains doubtful of ETA's ceasefire call

The separatist group ETA declared its decision "not to carry out armed actions" through a videotaped statement released to the BBC and the Basque language newspaper Gara. In the statement, the group pledged to commit to a democratic process through dialogue and negotiations, should the Spanish government prove willing. The group has called two ceasefires in the past; the most recent in June 2006 was breached by the bombing of Madrid's Barajas airport in December that year, killing two people.
