Authority 'failed force' on double death

LEICESTERSHIRE Constabulary was not 'effectively monitored' by its police authority following the deaths of Fiona Pilkington and her daughter, a report said this week.
The Audit Commission and HM Inspectorate of Constabulary report, published today (15 January), said Leicestershire Police Authority 'failed to provide effective oversight and scrutiny' of lessons learned from the deaths in 2007 of Miss Pilkington and her daughter Francecca Hardwick following years of alleged abuse by their neighbours.
Overall, the report said the authority is 'performing adequately'. It received an average score of two out of four but received a rating of one for its scrutiny of ensuring the authority and constabulary's effectiveness at delivering 'services that matter' to residents.
