[Q] What is the biggest change we can expect to see from the new-look HM Inspectorate of Constabulary?

[A] We are going to take a lot more into account of the public's experience of policing. So, for example, where we are dealing with public-facing services that police deliver, like the [policing] pledge, or rape, our starting point will be to establish the likely public experience of this, for example, being the victim of rape. This is instead of just looking at professional systems and standards, and interviewing police officers.
For instance for the G20 inspection, [HMIC is looking into the tactics used during the April G20 protests in London]. as well as looking at the ACPO guidelines on public order, we have conducted an Ipsos Mori survey of the general public's view on policing protest.

[Q] How will you do this?

[A] Through thematic studies where we show what the policing challenge is - such as with the G20 report. We will be looking at police authorities to see if what they are doing is helping to shape local policing services around what the public needs.
We will be looking at value for money so people can see how well the police is managing costs and overheads. For example, we will be comparing how expensive call centres in different forces are to each other. Asking forces how much they spend on intelligence; whether their vehicle fleet costs an arm and a leg and about premises costs. Because the more spent on these costs, the less there is for frontline policing.
This rounded assessment of police forces will be done in November. We will also be looking at crime, confidence, local policing and organisational issues.
