THE police service's workforce modernisation programme could prevent women and disabled people from carrying out fully sworn officer roles, a report by the Police Federation of England and Wales has said.

The report, How it measures up, What can we expect from the national evaluation of the Workplace Modernisation Programme?, examined the effects of workforce modernisation schemes, which are being trialled in nine forces.
