The Oslo Process

The Oslo Process, launched by the Norwegian government in January 2007, has gained momentum over the last year with more than 130 states participating in subsequent conferences. In May 2008 a conference in Dublin hopes to negotiate and finalise an international treaty limiting the use of cluster munitions that cause unacceptable harm to civilians. More than 80 nations have so far signed up to the Wellington Declaration, a prerequisite for full participation at Dublin.

Impact and implications

Focus has been placed on the devastating humanitarian impact of cluster munitions, with pressure being placed on governments to join the Process. However, there has been relatively little analysis of the potentially far-reaching implications of such a treaty.

Jane’s has identified a number of issues that will arise from the limiting of cluster munitions and seeks to provide in-depth analysis of each one. In so doing, it becomes clear that many apparently unrelated issues actually have a critical bearing on one another.

Jane’s intends to undertake a multi-client study that will provide insight into the impact and implications of the treaty, initially in 9 key areas. These areas are: Definition of Cluster Munitions, The Oslo Process and CCW, The Olso Process vs. The Ottawa Agreement, Demilitarisation, Industry, Interoperability, Retention, Clearance, and funding. Others may be added as the Process evolves, or at the request of clients.

The Jane’s Multi Client Study

Jane’s is looking to undertake a multi-client study that will provide insight into the impact and implications of the treaty in 9 key areas.
