Political background
FCE is the isolated southern line of the former state railway RNCFM which was not privatised with the main network in 2003 (see Madarail entry in Madagascar section of Railway systems and operators). Opened throughout in 1936, the line runs from the port of Manakara to Fianarantsoa in the southern highlands. Threatened with closure several times, the FCE line suffered from the same neglect that brought the main network to its knees at the end of the 1990s. Subsequently it almost succumbed to severe damage inflicted by cyclones Eline and Gloria in February and March 2000. While the Toamasina-Antananarivo main line was rebuilt immediately, no government financial assistance was provided for rebuilding the southern line. Here, restoration was undertaken by volunteers with the help of Swiss Federal Railways and some Swiss regional railway companies, plus World Bank finance, enabling RNCFM to provide at least a minimum level of service. A five-year rehabilitation plan saw the line largely rebuilt by 2004. The plans also envisaged eventual concessioning of the line to the private sector, and in October 2004 the government sought bids for joint operation of the railway and the port of Manakara. However, no progress had been reported by 2007.
Operations
In 2007 FCE was being operated largely for tourists, the attraction being the magnificent scenery en route from the coast to the high plateau, with steep gradients, tortuous curves and 67 bridges and 48 tunnels. Nevertheless, some local freight and passenger traffic is being carried. Mixed trains run five days per week, with journey times of between eight and 12 hours, according to the quantity of freight on offer.
