Political background
The Tanzania-Zambia Railway (TAZARA) was constructed following an agreement signed in 1967 between the governments of Tanzania, Zambia and the People's Republic of China. Under the agreement, China provided finance and technical services for construction of a railway from Dar es Salaam in Tanzania to Kapiri Mposhi in Zambia, together with equipment, two workshops and other auxiliary facilities. Operation began in 1975. The loan repayment was to commence in 1983 and to be spread over 30 years, with each country responsible for 50 per cent. Due to their economic problems, however, both countries agreed in 1983 to reschedule the repayment terms; the start of repayment of the main loan was put back 10 years. In 1997, a further loan agreement was signed, with China extending the 30-year contract to provide additional development funding of CNY100 million. This was intended to cover staff training and the provision of microwave communications technology on the section of the railway in Zambia. The Council of Ministers, consisting of three Ministers each from Zambia and Tanzania, is the body established by the two governments to exercise overall control on the railway. All the railway assets are vested in TAZARA, a corporate body whose principal organ is the Board of Directors; this consists of 10 members, five appointed by each government. Passenger operations
A long-established passenger service runs the length of the TAZARA line, from Dar es Salaam to Kapiri Mposhi, twice a week. A twice-weekly express service, named 'Mukaba' eastbound and 'Kilimanjaro' westbound, is operated. There are also three-a-week services running on the Tanzanian and Zambian sections respectively. Around 1.4 million passenger journeys were recorded in 2003.
