Political background
FEPASA was created in 1993 to operate freight services on EFE routes, excluding the Arica-La Paz Railway. It was initially a 99 per cent-owned EFE subsidiary, with the Chilean government holding the remaining 1 per cent. In January 1994 a 51 per cent stake in FEPASA (including the government's 1 per cent) was sold to the Transportes del Pacífico consortium for USD30 million. The consortium formally took control of FEPASA on 23 January 1995 under a 20-year concession.
Organisation
FEPASA operates freight services principally over the central southern section of EFE infrastructure between La Calera and Puerto Montt and excluding the Arica-La Paz Railway. To the north of La Calera, FEPASA customers are served by road and sea transport. Responsibility for scheduling and track maintenance remains with EFE for the core Valparaíso-Puerto Montt route, its branch to Concepción and between San Rosendo and Talcahuano, Paine and Talagante and Santiago and San Antonio. On these routes, FEPASA pays track access fees to EFE. On some 900 km of routes where no EFE passenger trains operate, FEPASA is responsible for scheduling and track maintenance. Some services are electrically hauled on the 3 kV DC La Calera-Santiago-Temuco trunk route. The branch from Talca to the Pacific port of Constitución is metre-gauge, necessitating the retention of a small fleet of dedicated locomotives.
