Domestic order books within Europe are on a steady downward trend and exports are increasingly hard to come by, with potential overseas customers increasingly keen to develop indigenous warship-building capabilities. Recent years have seen a great deal of discussion about the need for consolidation within the European naval shipbuilding sector, with - for example - the UK government threatening to withhold orders for two new aircraft carriers unless the major industry players agreed to merge their shipbuilding interests. The pace of change, however, is slower in countries where state-owned entities are the dominant force.
