Brigadier Agim Ceku has been named the new chief of staff for the Kosovo Liberation Army (KLA/UÇK), replacing Bislim Zyrapi. Brig Ceku, who defected from the Yugoslav Army to the newly formed Croatian Army in 1991, was a key planner in Croatian offensives from 1993. He was appointed in the face of mounting losses by the KLA, which admits to having been "surprised" at "the rapidity and heavy-handedness of the VJ [Yugoslav Army] and MUP [Serbian Interior Ministry] campaign".

According to Senator Richard Shelby, chairman of the Senate Intelligence Committee, the bombing of the embassy was "a serious intelligence failure . . . indicative of what happens when you ask too few people to do too much". Years of intelligence cuts, he said, "have stretched our people to the breaking point.
