Hampton Roads, Virginia, including Norfolk Naval Base and its associated ports, sees some of the busiest maritime traffic within US waters. Merchant vessels must notify the Joint Harbor Operations Control (JHOC) of their movements, and the USCG and other law enforcement agencies need to verify these as well as making 'rights of passage' inquiries as part of their Homeland Defence duties.
