Assessment
The Tanzanian Navy had just eight patrol and coastal craft in its inventory by 2001, having deleted the half of the fleet deemed not economically salvageable in the preceding years. The remaining ships are a mix of 1970s and 1990s acquisitions, plus two single Protector Class vessels delivered second-hand in 2005. The small fleet is generally considered of above average serviceability for an African navy, if not equal to the modernised Kenyan fleet. Increasingly, navies in the East African region are attempting to achieve greater co-operation through the sharing of limited resources and from targeting their activities. The Tanzanian Navy leadership has expressed a willingness to be a partner in the development of such a capability to protect vital Sea Lanes of Communication (SLOC). The concept is referred to as the African Standby Force (ASF) which is a maritime equivalent of a similar concept of a standing land Brigade that can respond to humanitarian emergencies on the continent. Tanzania is unlikely to be able to finance any new equipment in the medium term and will be unable to develop more than a residual coast guard capability in the vicinity of the northern ports. The navy will be reliant upon donations from other countries if a greater operational capability is to be developed. This is of considerable concern given the reported use of the 1,420 km of the Tanzanian coast by South Asian and African trafficking syndicates, with numerous reported cases of illegal fishing, incidents of marine pollution and the development

Assessment
Tanzania does not have an offshore combat capability and no adaptive ability to fill this gap.
