India’s Parliamentary Standing Committee on Defence has severely criticised the federal government and the Ministry of Defence (MoD) for enduring delays related to the modernisation of the country’s military due to declining defence budgets and delays in materiel procurement.
In its ‘Action Taken Report’ tabled in parliament on 19 December, the 29-member committee reiterated its “deep anguish” and “disappointment” with both institutions for progressively reducing the military’s annual procurement and modernisation budget from 2012–13 onwards.
It lamented that the accompanying corresponding hike in the MoD’s budget for salaries, military stores, and force maintenance has been “adversely affecting the [military’s] modernisation process”.
