A German report published at the end of November identifies a “unique opportunity to build more European, more connected, and more capable” European defence forces. The 48-page report, produced by the Munich Security Conference in collaboration with McKinsey and the Hertie School of Governance, states that the increased capabilities could be achieved by prioritising equipment upgrades and modernisation, investment in availability, joint planning and procurement, national industry consolidation, and an increased research and development and innovation effort.
The report proposes increasing defence spending and smarter and prioritised spending and investment. “Spending more will not answer all of Europe’s challenges”, it admits, but it goes on to say, “How Europe spends its defense budgets is vitally important.
