OSINT Summary: Dramatic rise in foiled attacks in 2017 underlines sustained increase in Islamist militant activity in the United Kingdom

On 6 December, Sky News, citing unnamed security sources, reported that police had foiled an Islamist militant plot to kill Prime Minister Theresa May in Downing Street in the United Kingdom’s capital London. Two men – identified as 20-year-old Naai’mur Zakariyah Rahman from London and 21-year-old Mohammed Aqib Imran from Birmingham – were arrested during a counter-terrorism operation in alleged connection to the plot on 29 November. A report in The Independent newspaper on 6 December added that the plan allegedly involved the use of an improvised explosive device (IED) disguised as a bag to destroy the gates of Downing Street and the use of knives to attack the Prime Minister, although it was unclear whether the men had been able to acquire or build a viable device or at what stage of planning the purported plot was in.
